Mercedes Aramendía is a globally recognized lawyer and technology governance expert working at the intersection of digital transformation, AI, telecommunications, and public policy. She serves as Executive Director of the Alliance for Digital Infrastructure and Open Internet in Latin America and the Caribbean (DIG.IA-LAC), where she promotes stronger digital infrastructure, expanded connectivity, and regulatory environments that foster innovation and development. She is also Academic Director of the Postgraduate Program in Digital Transformation and Law at the University of Montevideo. Previously, she served as President of URSEC in Uruguay, leading key modernization and digitalization initiatives.


An internationally sought-after speaker and advisor, Mercedes counsels governments, regulators, companies, and regional institutions on AI, telecommunications, and digital governance. Her work focuses on shaping responsible technology adoption, promoting inclusive access, and strengthening public-private collaboration to achieve equitable digital development.
